Study On Improving The Basic Medical Insurance System For Urban And Rural Residents

With China’s economic development and the increasingly improved medical level,China’s current medical security system has achieved full coverage,enterprises and institutions,individual industrial and commercial households and urban and rural residents have been included in the medical security system.The national medical security system was formulated by the state council at the beginning of 2016.The system stipulates that the whole people should be included in the medical security system.The establishment of this system marked that it had entered the key point of the full coverage of the medical security system at that time.Comparatively speaking,tianjin has started to integrate and optimize the municipal medical security system since 2008,and the integration and optimization of this system has been nearly completed in 2010.In 19 major report,the crucial task of the CPC central committee clearly proposed the present stage,is a comprehensive urban and rural residents medical system in our country,to gradually establish a mature mechanism,a complete coverage of woven net,security insurance system gradually establish a serious illness,according to the requirement,tianjin continuously strengthen supervision and leading mechanism,perfecting the medical security system,implement the health policy,effectively optimize the supply structure,the health service of urban and rural residents medical insurance realized leap-forward ascension.Up to now,more than 30 provinces and cities have established urban and rural medical insurance systems.Based on the status quo of medical insurance at home and abroad,this paper introduces the development and current operation of medical insurance for urban and rural residents in tianjin.And contributors in past years and the status of the fund balance condition data,such as using descriptive analysis,comparative analysis and literature analysis the current urban and rural residents medical insurance what is going on in tianjin on in-depth research,further expounds the necessity of urban and rural residents basic medical insurance as a whole,in terms of overall medical service insurance and medical insurance remains to be further enhance sustainability,but it’s worth noting that the insurance policy coverage and ginseng protect fairness is resolved.The longitudinal comparison results show that the basic medical insurance system for urban and rural residents continuously improves its guidance and expands its coverage.Compared with the medical insurance for urban and rural employees,the proportion of individual contributions and the treatment of medical insurance for urban and rural residents are both low.Through to the domestic and foreign medical insurance model,contents,characteristics and so on comparative analysis,summarizes the experience can be used for reference and enlightenment,and then to run the government to the medical insurance fund in the process of monitoring system is imperfect,imperfect system design,and to ensure treatment level is not high,the medical institutions use the imbalance problems put forward the solution:give full play to the functions of the government to improve urban employees’ medical insurance fund regulation ability,to strengthen the cohesion work,strengthening the construction of grassroots medical institutions to balance resource utilization and explore new train of thought of social insurance and commercial insurance.
