Study On Basic Medical Insurance System For Urban And Rural Residents In Hengshui City

At present,China is in a period of accelerated urbanization.The rapid development of urbanization urgently requires the urban-rural integration of the social security system.Therefore,it is very urgent to improve the medical security system and promote the reform of the social security system.The implementation of the new rural cooperative medical care system and the basic medical insurance system for urban residents has basically realized the full coverage of medical security in China.However,the medical security system based on the division of urban and rural household registration hinders the integration of urban and rural development.Therefore,the report of the 18 th national congress of the CPC proposed to build a social security system covering all urban and rural residents,and made it clear that integrating the urban and rural basic medical insurance system has become one of the key tasks of China's social security system reform.Subsequently,the state council issued relevant documents on the integration of medical insurance for urban and rural residents,and provinces and cities have carried out the integration of medical insurance for urban and rural residents.In this context,the hengshui municipal government also issued the "hengshui basic medical insurance management measures for urban and rural residents" in 2016,integrating the basic medical insurance for urban and rural residents.The new system came into effect on January 1,2017.The implementation of the basic medical insurance system for urban and rural residents has made some achievements in improving the medical security benefits of urban and rural residents,but there are some problems in the operation process.Based on the method of combining theory with practice,this paper studies the current basic medical insurance system for urban and rural residents in hengshui city from the perspective of the satisfaction of the insured people,so as to analyze the problems existing in the operation of the basic medical insurance system for urban and rural residents in hengshui city and propose corresponding policy Suggestions.First of all,this paper studies the development process and operation status quo of the system.Afterward,conduct a satisfaction survey for the insured people.The results show that the mean of the overall satisfaction is 3.32.The influencing factor of overallsatisfaction include the medical insurance policy,designated medical institution and medical insurance handling institution.On this basis,combined with the actual situation of hengshui city,this paper analyzes the problems existing in the basic medical insurance system for urban and rural residents in hengshui city,and makes policy Suggestions on improving the basic medical insurance system for urban and rural residents,so as to provide references for hengshui city to further promote the reform of medical system and develop social security undertakings.
