Research On The New Type Of Rural Cooperative Medical System In Yangling District

The new type of rural cooperative medical system(NRCMS for short) in Yangling districtwas tried out from2005. There was no success mode at the beginning, but after a period ofpractice, it obtained certain result and experience also welcomed by farmers.Farmersgradually changed their mind.They were doubt and hesitate at the beginning. Later theysupported the works carried by the party and government. Meanwhile because of a lack ofmature experience guidance in the specific implementation process, there existed manyproblems during the time when NRCMS tried out. Yangling District locates in Xi’an, Baojicenter line, away from the big cities. Although the state set up the Yangling AgriculturalHigh-tech Industrial Development Zone, the development of Yangling District started late,and the level of industrial development is not high, and many enterprises enjoy thepreferential policies of the national taxation so local fiscal revenue is limited.The rural population is big.The majority of rural residents also engaged in basicaquaculture, So they have little income. This paper studied on NRCMS in Yangling district byway of the integrated approach of theory and field survey, and made a summary in guaranteepolicy, fund raising, compensation scheme, supervision, regulatory measures of NRCMS.So itwould provide a theoretical support in the further developement of NRCMS in Yanglingdistrict. Fund raising, compensation scheme, supervision, regulatory measures of NRCMS isthe key. Raise funds involved in the establishment and operation of effective governmentfunding mechanisms; compensation scheme relates farmers’ benefits; the implementation ofsupervision mechanism directly affects the effective compensation of the masses.Thesupervision departments should play their functions to prevent the fund of NRCMS frombeing corrupted by a variety of greed like the ‘visible hand’,also like the ‘invisible hand’ ofmedical institutions ‘unreasonable treatment, unreasonable examination, irrational drug use’.The limited funds should be used for farmers’ medical allowances to the maximum extent,tosolve the ‘difficult to see a doctor, expensive to see a doctor’ problem. Effectively prevent thepeasants and rural social economy becoming poor due to illness, and contribute to building aharmonious society.We first analyze the background and significance of cooperative medical, then analyzethe different patterns and medical security level in different areas and districts with differenteconomic development levels, after we made a contrast through the international and the domestic research status. From the urgency and importance of NRCMS, we elaborated thenew type of rural cooperative medical system, analyzed the present situation, existingproblems,the basic practice and problems of NRCMS in Yangling district, and put somereasonable suggestions.
