The fundamental purpose of the establishment by the public hospitals should be fairness to address market failures to meet basic public demand for medical services, medical services. But after the reform of the China’s market economy system, the operation of public hospitals gradually deviate from the basic track, which led to such as technical efficiency and allocative efficiency is low, resources are more concentrated in large hospitals in large cities, and cumbersome procedures of patients with medical treatment, doctors are rude and other issues, caused by the public generally dissatisfied with the hospital, had a negative impact on social harmony and stability. Eighties of last century, the medical expenses of foreign health situation of excessive growth, countries started to focus on reform of public hospitals, such as the reform of health financing, improve the range of medical insurance, improve the efficiency of hospital services, including, corporate governance structure is a prominent bright spot in a variety of reform in the way.This paper focuses on the special attributes of our public hospitals, a study from the theoretical aspects of the corporate governance structure. Corporate governance refers to the institutionalization of public hospitals for the effective use of funds, improve the effectiveness of hospital management, in the run way to learn from the way of corporate governance, duties, rights and obligations of governments, public hospitals and public hospital managers to build and resolve is the owner and operator of the commission and the agency relationship. The past two decades, parts of the country’s reform of public hospitals also draws on the theory of corporate governance structure. As the main implementing agencies of the government health care policy, public hospitals are also the main body of China’s medical service provider. The analysis of our existing corporate governance structure of public hospitals, a comparative study of the practices of foreign countries and some regions of China, China implemented in public hospitals from the theoretical and practical aspects of the proposed rationalization of the.corporate governance structure and the feasibility of countermeasures. Environment and combined with the new health care reform at this stage, to explore the feasible approach to transition to the standardized corporate governance structure of public hospitals in China. I hope our public hospitals to achieve efficient operation, the establishment of a modern hospital management system, an early realization of the hospital’s scientific and management of the rule of law.
