Regional Health Resources Allocation And Efficiency Evaluation Based On DEA

Medical and health system reform is an important content of comprehensively deepening reform in our country.The health resources allocation in the traditional planned economy system is in poor efficiency. Since the reform and opening-up policy lunched, the market become the main means of health resources allocation, own to which the imbalance and overall low-efficiency in health resources allocation appears. Thus how to allocate health resources reasonably becomes an important topic in the theoretical and practical circles.This paper studies the current situation of the health resources allocation in our country and the existing problems.The poor efficiency of health resources allocation is caused by unreasonable health resources allocation in regional, urban-rural areas and hierarchical structure, which causes the waste of health resources. And then establishes an efficiency evaluation index system from two dimensions of input and output, according to the systematic, operability, completeness, comparability and dynamic principle.The I level index system In the input measurement includes four aspects as organization, beds, manpower and finance, Thellevel index system In the output measurement includes three aspects as operating efficiency, economic effect and social effect,which scientifically reflects the resources conversion process of health service system. Then closely around China’s regional health resources allocation optimization target, the paper selects classic C2R and BC2models as DEA method evaluation models, systemic analyzes, measures and evaluates the conditions of China’s regional health resources allocation in-depth from the aspects of comprehensive efficiency, technical efficiency and scale efficiency. The results show that the regional economic and social characteristic is playing a relatively obvious role in forming comprehensive regional health resources allocation efficiency:the provinces and autonomous regions characteristic of economic development, financial abundance, high disposable income generally show a better efficiency in the health resources allocation. And provinces and autonomous regions of normal economic and social conditions can also get development status and good efficiency level by reasonable planning.This Paper has contributed the following points:the first is establishing the efficiency evaluation index system of health resource allocation in China from both the input of agency, beds, manpower, finance and the output of operational efficiencies, economic effect and social effect, which comprehensive and systematic reflects the resources conversion process of the health service.The second is establishing the evaluation model of the health resources allocation in our country with the related theory and method of DEA.The third is using the classic DEA model and to evaluat the health resources allocation efficiency of various provinces in comprehensive efficiency, technical efficiency and scale efficiency, and making a clustering analysis in the provinces, municipalities directly under the central government and autonomous regions in our country,as well as having carried on an compound DEA analysis in the input and output relative efficiency of health resources. The fourth is putting forward the measures to optimize the health resources allocation efficiency. According to the result of empirical analysis, this paper puts forward the points:Government should use the DEA method as the evaluation method for the government decision-making tool to define the reasonable scale configuration of medical resources,thus to strengthen the scientificity of government’s decision-making on allocation of health resources; Integration of health resources, optimizing the structure of health resources allocation; To speed up the construction of health resources allocation scientific system; To strengthen the government’s duty and function in guiding, supervising and managing of health resources allocation.To provide a scientific decision model the health career in our country could be sustained, rapid, efficient and coordinated developing.
