A Research On The Equalization Of Health Resources Allocation In Fujian Province

Equality of health resources allocation has direct effect on the sustainable development of public health and health benefit of local resident. Since usable health resources in every country and region are limited and scarce, the technique of allocating health resources scientifically, reasonably and equally, the measure of improving health resource utilization and the method of satisfying local resident’s demand is of vital importance for the world health revolution. This thesis is taken place in Fujian province, Data is collected from statistical yearbook and health statistics assembly of Fujian Province, which to evaluate the efficiency of Fujian health resource allocation by analyzing the current situation and trend of the distribution of health resources in Fujian province. Moreover, Using variation coefficient, Theil index and Entropy-weight method were used to measure and analyze the equalization of health resources allocation in Fujian province, comprehensive evaluation of health resources allocation equalization, to reveal the fairness of health resources allocation in Fujian. Finally, a solution is proposed to improve the utilization efficiency of local health resources distribution and optimize the allocation of health resources in Fujian, on the base of ensuring the fairness of health resources allocation.With the continuous economy development and the raising fiscal income of Fujian province, governments of all level have increased health investment generally. Health budget is growing gradually, and health resources is developed promptly and distributed equally by population. The degree of regional equalization of health material resources is the lowest, the health human resources are medium, fiscal of health resources are the highest. However, there are still lots of remaining issues. For example, the distribution of health institution and layout structure of hospital beds are uneven; the overall human resources quality of health system cannot satisfy the health demand of local resident; the percentage of Public Health staff remains in a low level; the personal spending in funding structure is overburden; health resources distribution is extremely unfair geographically and the situation is worsen by degree; The level of regional equalization of health resource allocation is less than economic development; In brief, aiming at those problems raised above, the government should plan regional health program scientifically, fully exert the dual mechanism effect of government and market, optimize the allocation of health resources, adjust the structure and layout of health resources distribution, increase personnel training of health system, enhance the capability of health service, allocate health funding reasonably, enhance the level of resident medical security, which will improve ultimately the health level of local resident.
