BackgroundAfter the reform for set and appointment of positions Institutions, a major adjustment had taken place in the classification of hospital positions, the proportion of job structure, job conditions, and other employment standards. Former evaluation model is suit for general professional and technical positions on the appointment, and all professional using the same impact factors and evaluation criteria, there are some limitations, and can not reflect the health professional characteristics of professional and technical positions, which directly affects the health professionals position to set and appointment of the fairness of the evaluation system and therefore should be re-evaluated by quantitative criteria.ObjectivesBy the survey of work status and appointment, evaluating various factors for the setting and appointment of positions, to determine the key factors, develop evaluation criteria, find problems in the practical application and get proposed improvements.Subjects and Methods1. According to the "professional and technical post evaluation in quantitative table" made by the city Human Resources and Social Security Bureau, designing the questionnaire, surveying all the series in the post health professionals Status, finding the impact factors for the set and appointment of the position.2. To pre-evaluate the impact factors and rater reliability testing by Selecting 2 representative and typical position.3. To take the formal evaluation for all the health professionals by survey method.ResultsBy the survey and analysis for all the professionals and technicians, finding that the period of the professional life, current administrative positions, qualified period, life in qualification, education, rewards and punishments, books and papers, research achievement, academic part-time, social part-time, teaching part-time, further education, instructing task and other indicators can be more comprehensive and objective reflection of professional and technical personnel qualifications, employment situation; through pre-assessment, formal evaluation to determine that the "books and papers," "scientific research" "Education", "life in qualification," "administrative position" is the five key factors for the set and the appointment.ConclusionsBooks and papers, scientific research, education, period in qualification, administrative position and recognition, academic part-time are Determined as the main factors; the amount of outpatient or surgery, bed occupancy rate as an indicator of democratic appraisal indicator, professional ethics, clinical skills as an indicator of democratic appraisal of experts.
