Public hospitals in China are one kind social organization with the qualities of non-profit-making, production, operation, and for public welfare. As they have always been under the management of administrative undertaking system, which has triggered a series of problems including overstaffing in organizational structure, disproportionality of post structure, low person-post matching, and shortage of effective incentive mechanism, etc. Nowadays, in accordance with "deepening the reform of medical and health system on all fronts" made by the Party Central Committee and State Council, it becomes a necessity to carry out reform to the inner management for public hospitals, among which, post setting and management is the vital foundation in inner management and human resources management system. It is imperative to make the innovation of post reform.From relating concepts and theory for post management, this paper comprehensively used the methods of literature research and case analysis, chose the post management situations of FY Hospital in Kunming as the objective, taking analysis and studies to its problems. According to three methods in relevant theories for basic procedures of post setting including post design, post analysis, and post evaluation, this paper has analyzed and studied the basic ideas and steps taken in promoting post setting reform for FY Hospital; In addition, it gave relevant procedures designed in view of detailed problems and offered suggestions to correct. After the completion of basic procedures, it put up specific measures to improve post management from the aspect of human resources management, which mainly covers achievement of person-post matching in post management, standardization of post training, career planning design, and performance management.Via studies and analysis, the author has got a conclusion as follows:as one of the important aspects for fully deepening the reform of medical and health system, reform to post management is basic in the general reform of public hospitals which concerns the total success or failure; Currently, the reform practice of personnel and post management implemented by public institutions is still in exploratory stage. For public hospitals that with both qualities of public institutions and commerce, post management reform should be promoted in reference to modern theory and methods on post setting; principles for person-post matching, performance management, and career planning should be utilized when carrying out post management in public hospitals so to achieve the development of hospitals and personnel.
