Comprehensive Analysis Of The Institutional Surveillance Of Health Monitoring System In Long Yan City

Objective: To study the status of Long Yan City Health Authority investigation and analysissystem, to explore the suggestions to speed up the construction of health surveillance systems,and the Fujian province in the new round of institutional reform in food safety oversightfunctions from the health department to draw further deepening health supervision system, toimprove public health security capabilities provide a useful reference.Methods: Ministry of Health research reference Supervision Bureau of Food Safety andHygiene in2013to develop the performance evaluation of health surveillance survey on thestatus of the city’s health oversight agencies to investigate, obtain hardware informationsystem construction, capacity building control system case; on local government relevantpersonnel of the CPPCC, NPC, health administrative departments within and outside thehealth system, such as the intention to investigate and interview outline, and through theissuance of a way to submit reports related to health oversight agencies personnel wereinterviewed to understand the effectiveness and practical issues of health supervision,accessing to literature, policy documents, master the task of health supervision reform, thesituation and the direction.Results: The study results of the project show that there are still some problems such asinsufficient and unstable government investment, staff shortage and low quality, lack of theequipment and facilities.Recommendations: Suggestions as to improve people’s quality of life, improve the health ofthe increasingly high demand for health oversight agencies will assume the functions of moreonerous, requiring further rationalize the structure, mechanism, strengthen the human,financial and material support, in order to effectively guarantee their public health securitycapabilities. Under the new situation of reform to improve health supervision of executivepower, the research aimed at identifying key problems existing in health inspection system:the definition of public function, the standard of health inspection human resource allocationand the standard of financing, expediting health legislation and the health management system.Only through legal, policy and other higher-level top-level design can optimize the healthsupervision system and implement the full implementation of health oversight functions.
