The Strategy Research On The Rural Health Inspection System

Objective:The purpose of this study based on the development of county and township health inspection system, through literature research and field investigation, analysis of the problems of the health inspection system, analyze the reasons putting forward to promote the development of rural health inspection system's policy recommendations.Sources and Methods:Quantitative and qualitative research is used to the combination of methods, including:(1) literature: By searching and looking Journals Web inspection by domestic and foreign literature related to rural health inspection theory and practice analysis; access to the State Council and Ministry of Health on health inspection law regulations and relevant decisions and documents, collection of relevant laws and regulations, administrative regulation, standards and information. (2) on-site investigation: the two counties (districts) of Zhejiang and Hubei Province for the samples on-site survey, through questionnaires and interviews to understand the operating conditions and inspection of rural health problems. (3) Analysis: The data collected to collate input EXCEL database, using descriptive analysis, chi-square test and other statistical methods to analyze relevant data.Result :1. National health surveillance of macroeconomic policies affects the construction of rural health inspection system. Overlapping functions, functions of the fuzzy influence the effectiveness of rural health supervision and law enforcement; rural health inspectors lack of sense of belonging because of reform frequently, affecting stability of rural health inspection team; over leadership, shortage of funds for rural health inspection affect the fairness and effectiveness of rural health inspection.2. Inadequate investment, limiting the development of rural health supervision. First, the rural health inspection overall lack of human resources, quality is low, it is difficult to meet the needs of law enforcement. Second, supervision of rural health infrastructure and housing construction is lagging behind, the lower law enforcement conditions, has caused great difficulties in handling cases to law enforcement. Thirdly, Funding for rural health supervisors and office expenses is difficult to implement, some paid services by health inspection agencies work affecting rural health inspection and law enforcement authority.3. Rural health inspection system is not perfect, rural health inspection is not implemented fully in place. Currently the main form of township health inspection agencies are Two forms: the subsidiary of the county inspection agency and the subsidiary of the town government. In both cases the township health inspection commonly has little funds, poor infrastructure, inspection methods is backward and so on, a lot of work will remain on the surface, all-round, high-quality health inspection task is not done, Many towns actually no real health inspection.Suggestions:1. To Strengthen Rural Health Inspection Network and promote sinking the focus of supervisory work. The main form should be the branch offices in rural areas which are established by the county health inspection agencies. To establish and strengthen Rural Health Inspection Network, which can enrich the force of the rural health inspection work and Eliminate the blind spots and gaps in health regulation.2. To Strengthen the personnel talent management of rural health inspection and improve the quality of inspection. The allocation to rural health inspection staffing should be reasonable, and the status of health administrative law enforcement supervisors should be clear .To implement the rural health supervisors to participate in public management as soon as possible. To monitor the Personnel access strictly, and strengthen the position re-education work, to establish and Strengthen the management and restraint mechanism.3. To strengthen the capacity of health inspection capacity and protect the law enforcement conditions. With the financial support at all levels, to play the role of finance to support health inspection institution-building funds in poor area, such as additional office space, on-site rapid testing equipment, vehicles, and other law enforcement equipment, which can improve the working conditions of rural health supervision and law enforcement.4. To increase investment in rural health inspection and implement the safeguards. Health inspection and law enforcement work is a government function, so health inspection system should be incorporated into the local government public health system. With the development of health funding and policy oversight, to establish a stable financial mechanism which can ensure funding. According to speeding up the legislative work of health authority , to define the legal form of financial input in the development of health inspection system .
