Inspection Management System Design Research Of Health Supervision Institute Of Heilongjiang Forest Areas

Health depart of Heilongjiang Forest Industry commissioned Heilongjiang state-owned key forest health inspect department to enforce powers and health supervision exercised by the implementing agencies. The main duty of administrative law enforcement departments of health inspection department is responsible for auditing the law enforcement of corresponding levels and lower level of health oversight agencies and health supervision and law enforcement officers. In June 2012, Heilongjiang Province promulgated the“Regulations of Heilongjiang Province key state-owned forest”, both environment and policy changed in the new era, it need to restore the functions of orientation, to establish a scientific audit management system to properly perform health oversight functions, full to play its due role.The Health Supervision Institute of key state-owned forest areas of Heilongjiang Province, which is belong to the Health Bureau of Heilongjiang Province Forestry Bureau is established in December 2014 and responsible for health supervision and inspection of key state-owned forest areas in Heilongjiang Province comprehensively. The Health Supervision Institute of key state-owned forest areas of Heilongjiang Province doesn’t perform its functions very well because of the short establishment and unsound health supervision inspection etc.This paper describes the purpose and significance, introduces the present situation of health supervision inspection system; Secondly, key state-owned forest areas in Heilongjiang Province Health Authority inspectors present management system to analyze and summarize the existing problems. Again form the program management, organizational management, personnel management, cost management five aspects, proposals to build Health Authority inspection work system; and finally pay attention from the leadership, information technology, change their work style, training and advocacy, emergency system and other aspects of proposed implementation of the safeguards and strengthen cooperation, increase investment, innovation mechanism and other aspects of continuous improvement, in order to achieve the overall upgrade the health inspectors management level of key state-owned forest areas in Heilongjiang Province health Authority.
