Construction as one of the three pillar industries of the national economy, is an important material sector of the national economy, it is the entire national economic development, improving people’s lives are closely related. In recent years, China’s rapid economic growth to a certain extent from the rapid development of the construction industry, but at the same time, rapid economic development has also brought a more intense competition among enterprises. China’s current construction market has become saturated, its value profit margins and not accompanied by a rise in total profits and yield improves, construction companies want to remain invincible in the fierce competition, it must adapt to changes in the market for this change to enhance their core competitiveness, namely low-cost strategy. However, the traditional building construction enterprise project cost control methods are usually standing still, isolated, one-sided point of view to solve the problem of cost control, and cost management, no longer conducive to the development of contemporary architecture companies, construction companies can not project a full range of cost control.Therefore, this paper analyzes the case for lack of traditional cost control methods exist, cost effective combination of control and process management, process management perspective of the establishment under the construction project cost control system enterprise. This kind of cost control system is a construction project is divided into phases of project bidding, project design phase, construction phase of the Project, the project completed stage of the four stage, and by a process described in the diagnostic process, the process of formulation, implementation process, five step process improvement for each stage of cost control. Cost control system thus established a complete process management angle, the construction project cost management and control the whole process, and each stage by the use of cost control methods in detail. Finally, the project cost control and building construction business process management practices under the perspective of combining practical significance and feasibility of the method by actual cases verification.
