Shenyang International Software Park East project is the Shenyang internationalsoftware park development plan is an important stage of the project, is expected totake4years, plans to invest606000000yuan, construction mainly software R&Dbuilding, supporting the dining room, equipment room and other auxiliary facilities.In the increasingly severe market environment, the construction unit must face a veryreal problem, it is not only need to ensure that projects meet the relevantrequirements, but also reasonable to reduce costs. Therefore, the construction unitsmust be carried out through the cost control work to save the limited resources,improve efficiency in the use of funds, to ensure maximum benefits after thecompletion of the project.In this paper, through literature, investigation and analysis, linking theory withpractice and other methods of Shenyang International Software Park East of theproject cost control is studied, find out the existing construction units in the relevantaspects, using the relevant theories and methods of analysis of the specific reasonsfor the problems, and put forward the measures of improvement. Providerecommendations for reference in order to for the management of the constructionunit, construction unit through the cost control to help reduce unnecessaryexpenditure, reduce the pressure caused by occupation of funds, so that the projectcan be completed successfully in the target.This paper first introduces the basic situation of Shenyang InternationalSoftware Park East on the project, the main technical and economic indexes, the project construction cost the paper. Secondly, the concept of project cost control,puts forward the status of project cost control, the existing problems are analyzedand summarized, the main problems are the lack of attention to cost control, lack ofeffective control methods, relevant work is not enough detailed, formal controlprocess. On this basis, the main causes of the problems are analyzed, the costestimation budget process is due to the lack of the necessary basis for the costestimation, did not take the scientific cost estimation method, there is no detailedformulation cost budget; in the control plan the link cost is mainly due to the conceptof cost control is not advanced enough, not able to clear the main the costmanagement of the relevant rules and regulations, operability is poor; the reason ismainly due to the implementation of part of the project between the variousdepartments of communication is not smooth, cost control system is not complete,the design change treatment is not standardized, lack of technical support. Then inview of the above problems are studied and discussed, and put forward the followingfour suggestions: one is the full implementation of the project cost control; two is tostrengthen the cost management framework; the three is the various stages of theproject management process specifications; the four is the cost control measures forimprovement. Finally, in the conclusion part of the thesis are summarized and futurework on the cost control of Shenyang International Software Park East project isdiscussed.
