As an effective model for providing infrastructure and public services, Public Private Partnership (PPP) has been widely used in the field of infrastructure around the world since 1980s. Meanwhile, it has also been widely used in different fields in our country. With the wide application of PPP model in infrastructure construction, the public sector shifts its roles from the investor and the manager to the supervisor and the partner of infrastructure projects. Due to infrastructure projects have the characteristic of public goods, supervision on the public sector is an important guarantee for the realization of PPP projects’ economic benefits and social benefits. PPP project cycle is long and it involved many stakeholders and complex management process. Furthermore, different management processes exert different levels of influence on the realization of PPP project’s objectives. Therefore, the government should not ignore the management process of PPP project. However, PPP started late in China and the government’s operation of the PPP project has not been standardized. Different local governments have conducted different practices on the PPP projects, which brings completely different implementation results. Based on this, this research will evaluate the management process of PPP project from the following three aspects:First, through the understanding of the current situation of government’s practices and management on the PPP project, this paper identifies the main issues and research objectives of this study, including:conducting evaluation research on the PPP project s’ management process; identifying and analyzing key process activities; and providing reference for PPP project management in the public sector. Then, by summarizing and arranging the existing literature, this paper provides the theoretical basis.Second, by conducting investigation and interview on the PPP projects’ management process on relevant public sectors, this paper sorts out the PPP projects’ management process, explains the activities of each process, and draws the flow chart of the PPP project, as well as sorts out the whole process of PPP projects’management process activities, which lays the foundation for the evaluation of PPP projects’ management process.Finally, through literature review and experts confirmation, this paper determines the process evaluation index system, and constructs the PPP project process evaluation model by using the process prioritization matrix. The paper obtains the research data through expert scoring and the data is processed by using the analytic hierarchy process (AHP) so as to determine the process evaluation index weight. Combined with the process evaluation results obtained from the evaluation model of the construction process, it analyzes the results of process evaluation and identifies key process activities. Then combined with a specific case, further analyses are made on key process activities of process evaluation and identification.This study makes systematical evaluation analyses on PPP projects’ management processes, puts forward the research ideas of PPP projects’ management process evaluation, identifies the key process of PPP projects’management process, and conducts analyses on the key process activities by combined with specific cases. The study finds that project procurement process and project execution exert huge influences on the realization of PPP project goals; in particular, project contract negotiation and project performance monitoring have an important impact on the smooth implementation of the project, which provides a theoretical basis for the public sector to focus on the management of PPP projects.
