Farmers are the major powers of the construction of new socialist countryside,the farmers’ quality, especially their scientific literacy affect the new rural construction directly. Low level of quality scientific literacy of farmers in our country has already become the new bottleneck of development of agricultural production,agricultural modernization in rural construction. This paper refers to the scientific literacy of farmers, by conducting questionnaire survey, empirical analysis, qualitative analysis and quantitative analysis on the farmers of current Portal County, Shaoyang City, Hunan Province, carried out a statistical analysis on the present scientific literacy,revealing that the overall level of the scientific literacy of farmers in the region,embodied in: Lack of scientific and cultural knowledge, the low level on understanding the scientific research methods and the relation of science and society,insufficient ability of using agricultural science and technology.The reasons may including: Underdevelopment economy,low-income; Uneven distribution of education resources, the overall low level of education; Low rate of science popularization facilities utilization, the lack of reasonable and effective mechanism of popular science; Insufficient support for rural science and investment; Lack of interest to learn scientific and cultural knowledge, dosen’t forming the habit and culture of advocating science; The government for ascension attaches great importance to the scientific literacy of the peasants and inadequate investment and so on.By summing up the above problems, on the basis of combining the reality of Dongkou county rural, puts forward some countermeasures to improve the scientific literacy of the farmers: A reasonable allocation of education resources, focus on improving the education system, to promote education fair; Expanding channels of publicity, strengthening the propaganda and guidance; Optimization of popular science works, perfect the work mechanism of popular science; Play to the functions of the government, strengthen the organization.
