Study On The Farmers’ Willingness And Restricting Factors Of Setting Up Family Farm In Hunan Province

In recent years, all kinds of new type of agricultural management entities constantly grow and the new type of agricultural management entities won the widely accepted by the society for its effect to enhance the vitality of the rural economic development, and adjust and optimize the agricultural structure. In 2013, the central file no.1 officially proposed to encourage and support farmers to turn the contracted land to professional investors, family farms, farmers cooperatives and it was the beginning which the family farms breeding problems formally entered the Chinese government policy makers view. In February 2014, the ministry of agriculture issued the law "the guidance instructions to promote the development of the family farm". In order to implement the "instructions", the Hunan provincial party committee file no.1(2014) explicitly put forward to major support ten thousand families farm in Hunan province. But now, there is a same situation in the whole country and Hunan province that the foundation of family farms are in the initial stage. In fact, famers is the body foundation of family farm. In order to push forward founding and development of the new family farms, the urgent research we need to do is to understand the famers’willingness and restricting factors to start family farm.This paper purpose is to research the Hunan province farmers’willingness to start family farm and apply the empirical analysis to do the research. This paper survey data comes from 218 households in 4 counties(cities) of Hunan province and the usage method is the Logistic model. The results show that:(1) there are some major factors in empirical analysis that affect whether Hunan province farmers decide to start family farm, adopting factors including gender, farmers health, number of family labor, cultivated land area, proportion of agriculture income, the existing number of family farms around, fluctuation degree of agricultural product price, the degree of difficulty of employees and the service level of agricultural socialization. The above factors have positive influence to our research subject in addition to the fluctuation degree of agricultural product price is negative. Except these factors, there are some factors which are not significant influence factors to our research subject including farmers age, culture level, policy support and the excepted income of the family farm;(2) analysis shows that Men than women are more willing to set up the family farm, and the body more healthy of farmers are more willing to establish the family farm, and the more number of family labor of farmers are more willing to establish the family farm, and the more cultivated land area of farmers are more willing to establish the family farm, and the proportion of agriculture income of farmers are more willing to establish the family farm, and the more existing number of family farms around of farmers are more willing to establish the family farm, and the less fluctuation degree of agriculture product price of farmers are more willing to start the family farm, and the less of the degree of difficulty of employees of farmers are more willing to start the family farm, and the more service level of agricultural socialization of farmers are more willing to start the family farm. In addition, this paper analyzes restricting factors to start family farm in Hunan province. Finally, according to the relevant conclusion this paper puts forward suggestions and countermeasures to establish and develop the family farm in Hunan province.
