A Study On The Quality Of Laborers In The Transfer Of Rural Labor Force In Anhui Province

Promoting the transfer of rural labor is the key and important way to increasing farmers’ income and promoting rural economic development, narrowing the gap between urban and rural areas and ensuring social harmony.Special rural dual structure of Chinese society persist results in relatively low quality of rural laborers. Low quality of rural workers not only restricts to the promotion of agricultural productivity and the development of modern agriculture, but also hinders the process of migrating and urbanization of rural labor to cities and towns.Anhui Province is a typical agricultural province in central China, and she has the registered population for 69.285million and the population of permanent residents for 60.829 million and the rural population for 30.932 million, accounting for 50.8% of the total population; while the area of cultivated land per capita is only 1.81mu in2014.Facing with the reality of fewer land and more of people, she must transfer a part of rural labor force from the countryside out to achieve sustainable development in Anhui Province. But Anhui Province still faces many difficulties in the transfer of rural labor, one of the most important limiting factors is what the quality of rural laborers is not high. Ideological and ethical standards and legal education constraint of labors’ cognitive of policy and legal awareness and enforcement, cultural qualities affect workers transfer scale, speed and stability, management quality of rural labors impacts rural laborers transfer mode and the labor flows, physical quality impacts of how easy is it of labors transfer. Therefore, to achieve effective transfer of rural labor force in Anhui, people must pay attention to improving the quality of their rural laborers.The thesis roles Marxism rural laborers as the theoretical basis for thinking, combines with the latest research results at home and abroad, uses literature, questionnaires and other research methods, selects Anhui Province as the research object to expand research, mainly from rural workers four aspects of moral and legal qualities, cultural and technological qualities, management quality, physical quality and other analyzes to explore the important role of rural workers’ quality in the labor force transfer. The author accordingly puts forward ideas on improving the quality of the laborers:strengthening the ideological and political education of rural laborer and the legal system education, guide the rural laborer to establish "quality consciousness" to improve their ideological and moral qualities; through establishing the urban and rural education fair idea and implementing education for rural tilt, to improve the cultural quality, science and technology quality; strengthening laborer vocational education and expand employment channels to improve their professional quality; improving the laborer living standards and improve the medical environment to improve the physical quality of the workers, thus promotes the effective transfer of rural labor in anhui province.
