| In this paper, we consider Anhui labor transfer as the research object, reviewed existing literature and analyzed the theories of the transfer of rural surplus labor in the nation and abroad. These theories are influence on farmers’ income from the rural labor force, the rural production, the income gap between urban and rural,and the development of labor force in the future.In the background of vigorously promoting urbanization in Anhui province, we prepare to do further analysis.On this basis, firstly, the paper comprehensive analyze the 1990～2012 rural labor transfer situation in Anhui province, the process of labor transfer. Then analyze characteristics of the rural migrant workers in Anhui province in terms of the number of migrant workers, gender, age, industry and regional distribution in detail.Secondly, we in-depth analyze the impact on Anhui rural economic activity with rural labor force transfer, including two aspects:Firstly, it is positive effect on economic income of farmers with rural labor transfer; secondly, we explore the relationships between transfer rural labor and rural production activities, and concluded that the outflow of labor will increase agricultural output, increased investment in agricultural machinery increase agricultural output, however, increased fertilizer application reduce agricultural output.Again, in the background of China’s dual economic structure, the paper mainly analyze the absolute and relative income gap between urban and rural areas, and consider the impact on income gap between urban and rural areas with rural labor transfer in Anhui. We consider the household registration system factors. Then we distinguish the population of successful enter into the city and failed to obtain urban household registration in the theoretical model. And we use the twenty years of data to establish an empirical analysis mode and find that the economic realities in Anhui province exist "Kuznets curve", and are in the former "Kuznets curve" in half. We prove that the income gap between urban other industries’ workers and rural labor workforce reduced by 1%, narrowed the income gap between urban and rural areas by 0.23%; and the number of rural labor successful entering into urban increased by 1%, narrowed the income gap between urban and rural areas of 0.16%.Fourth, the paper focuses on the future development of Anhui rural migrant workers who should have the ability to gradually integrate into the city on the background of promotion Urbanization. In the future we should promote labor force to flow freely. This article analyze theoretically that higher human capital can obtain a higher income which has better development with the perspective of human capital investment. From the empirical point of view, the article studies the Anhui rural labor wage using VAR model to discuss the relationship between income, educational investment, health investment and integration of investment, trying to sort out the clues to the future development of the rural labor force in Anhui province. Combined Grange causality test, impulse response and variance decomposition analysis, the paper concluded that it is obvious that educational investment makes contribution to the transfer of rural-labor force, increased educational investment help rural labor force to integrate into the city of Anhui province, health and integration investment effects with a relatively small influence.Finally, with the fact of the development in Anhui province, the article presents the problems on transfer of rural surplus labor and gives relevant policy recommendations. |
