Study On Influencial Factors And Utility Of Rural Labor Transfer In Sichuan Province

The publication of 12 continuous years "No.1 Documents" from 2004 to 2015 focus on agriculture, countryside and farmers, shows that our Government and Communist Party is pay more and more attention on the three rural issues. From the experience of reform and opening in 1978, Industrialization had played a great important role in the economic development, at the same time it was of great importance in solving the three rural issues and narrowing the income gap between urban and rural areas. As a traditional agricultural province in China, Sichuan has low labor productivity in the agricultural sector and high labor productivity in the industrial sector, in order to realize the industrialization, it is necessary to transfer the rural labor from agricultural sector to industrial sector, and then to improve the economic development and people's living standard. This paper studies the problem of rural labor transfer carried Sichuan, not only play a great important role for the future transfer of rural labor force to Sichuan Province, but also has a strong reference to other provinces which is major in agriculture or has great amount of rural labor, it is also has positive effect in promoting Urbanization of the country.This thesis is study the rural labor transfer from two aspects: the theoretical analysis and empirical analysis. Based on the study of relevant theories on rural labor transfer, this paper adopts empirical analysis method to study the influence factors of rural labor transfer, and then analyzes the effect that labor transfer do to economic growth. Through these study, this paper want to find out methods to solve the problem of Sichuan province rural labor transfer, and to promote the province's economic development and improved people's living standards. In detail, this paper can be divided into 4 parts:The first part of the article is Section 1-3, which is the theory foundation of the full text. Firstly, it analyzed the background and significance of this article, explained the mainly research method and research idea. Secondly, it collected and organized the related literature home and abroad, and then summarized and concluded on the influence factors of rural labor transfer and effect on economic growth respectively. Finally, it expounded the related theory home and abroad.The second part of the article is the Chapter 4, which is the reality basis of the full text. It mainly made a descriptive analysis on the current situation in Sichuan rural labor transfer, including the specific situation of the Sichuan's floating population at the sixth census, the number of rural labor transfer between town and countryside, the number of rural labor transfer between agriculture and industry, in order to find out the characteristics and trends of rural labor transfer.The third part of the article is the Chapter 5-7, which is the empirical analysis of the full text. It includes two parts, one is using analytical methods LMDI to analyze rural labor transfer factors, and then find out the main factors affecting the transfer of rural labor; the other is analyze rural labor transfer's effects, including use step-wise linear regression method to analyze the effectiveness for the transfer of rural labor to economic growth, and test the capacity to absorb rural labor when economic growth, and use shift-share method analysis utility for the transfer of rural labor on economic growth.The fourth part is the conclusion of the article, is the summary and end sections of the full text. According to the studies and analyzes before, it makes conclusions and gives appropriate policy recommendations which is useful to promote the transfer of rural labor in Sichuan, Such as optimize the industrial structure, innovation, perfect education and technology training system. At last it points out the shortage of this article and makes prospect of future research.It found that during 1990 to 2013,themajor factor affecting rural labor transfer in Sichuan is agricultural economic development level, industrial structure and the efficiency of non-agricultural industries, and the contribution to the economic growth that rural labor transfer made 5.63 percent, rural labor transfer can promote economic growth, and economic growth can also enhance the absorptive capacity of the rural labor. Therefore, when we make policy, we should through adjust the industrial structure, technological innovation and any other ways to further promote the transfer of rural labor, and thus to promote economic growth.
