An Study On The Impact Of Rural Labor Migration On The Farmland Transfer In Luan, Anhui Province

The eighteen farmers in city Fengyang,Anhui Province,did no one ever do,shared fileds to every family and initiated the precedent of household contract responsibility system in 1978. Hereafter, our country had undergone enormous changes.The rural economy develop rapidy and the farmers living is well-off. After more than thirty years, the benefit in household contract responsibility system has released completely. It has put forward higher upstair on the develpopment of agriculture in China in the period of new normal economic development.The household contract responsibility system is not more suited to the current economic situation. It is hard to form a scale because of the fragmentation of land management, low level of mechainzation,extensive ues of land and serious of land abandoned.To solve the restriction of farmland problem on the rural ecnomic development, we must establish a scientific concept of using land, strengthen land management,promoting the economical and intensive land. The land circulation is a effective way to solve the problem of current rural land.The land circulation,as the name suggests, is to together fragmented farming land of each family to cultivate. The land circulation has positive significance on improving the efficiency of land use, optimizing allocation of land resources, promoting the adjustment of agricultural structure, increasing farmers’ income, and speeding up the urbanization construction.In order to achieve the land circulation, some farmers must give up farming and be liberated from land management to engaged in non-agricultural industries, namely labor transfer.In fact, every year there are many of farmers leave their hometown coming to city to work.In 2015, the total amount of migrant workers is 274 millions, more than one fifth of the population.Commonly, their cultural quality is not high, engaged in construction, ma nufacturing and other industries, poor working conditions, and the income is not high, too. Due to the limitation of the household registration system in our country, rural migrant workers has been free in the edge of the city. The children education problem has been existing amd it is difficult to truly integrated into the urban life. Every year, there are many migrant workers go back their hometown. With a special dual economic structure of urban and rural in China, farmers is difficult to enjoy the social security resources like city’s. Land as the most basic life safeguard, loving complex is serious and many farmers are not willing to give up.so,at prensent, the transfer of labor force is not complete and the progress of the land circulation has been slow.Land and Labour as two basic factors of production, the reasonable configuration of them plays a vital role for the development of socialist market economy. To this end, the author came to the country in city Luan, Anhui Province to do the field investigation by visiting and questionnaire answers. By querying the field research and related information, the author finds that in City Luan, cultural quality of rural labor is generally not high and they have the large transfer blindness, the local labor market is not perfect and other issues, while the spread of local land transfer information is not smooth, the service platform construction is lagging behind, the land transfer efficiency is not high, the contract signed are not standardized and the development of intermediary organizations lags behind.In the meanwhile, wo do the theoretical analysis of relationship between land circulation and the labor transfer.Then, in view of problems in rural labor force transfer and land circulation, the paper process the data for research by using binary Logistic regression model to find the the specific impact of rural labor force transfer to the land circulation.The land of transfer into and out are the explained variable and the labor transfer factors and other relevant factors are the explanatory variables. We find that the education age of master, location of lobor transfer, duration of labor transfer, proportion of labor transfer, and whether or not attending a vocational skills training have a significance affection. Finally, according to the result of investigation and the empirical,the article put forward some suggestions about speeding up the land circulation in City Luan, the specific suggestions include: establishing and perfecting the labor transfer market, perfecting the land circulation market and intermediary agencies and related policies and regulations, strengthen the education and vocational training of migrant workers and developing the local nonfarm economy to promote transfer nearby, encouraging farmers to self-employment.
