| Tendering and bidding system development has been200years, it is an important product in the development of market economy.Along with the rapid development of China’s reform and opening up and economic globalization, our country engineering construction bidding and tendering work started in the1980s, after30years of development, the bidding system design is more and more close to the international engineering construction bidding on general specification, scientific bidding system basic establishment.Engineering construction bidding work is gradually mature and the specifications, the current bidding system can effectively regulate the behavior of tender bidding, guarantee the quality of project construction, improve the utilization rate of government funds and promoting the construction of the government’s anti-corruption in our country, and makes the market main body legal interests are protected, but false bidding in the bidding activities, avoid the bidding, bid evaluation injustice, wai standard, with standard, the phenomenon such as collusion, local leaders intervention bidding.In this paper, through research in kunming government supervision of the construction project bidding status quo, this paper analyzes the problems that exist in the government control in the bidding, at the same time we do case analysis research on kunming X county, on the other hand, reflect the overall situation of engineering construction bidding market regulation in kunming, and the shortage of the existing regulation system.In kunming, this paper argues that the government should from the level of operation, to further improve the kunming bidding laws and regulations system, optimize the kunming each related administrative departments and regulatory responsibilities and improve kunming bidding supervision system design, at the same time, also puts forward some construction project to adapt to kunming government’s bidding stage, enhance supervision and management level and efficiency. |
