The Research Of Bidding For Construction Project Supervision System In Our Country

With the rapid growth of the social economy and the daily acceleration of the urbanization, the construction industry has its increasingly larger scale, while the bidding for construction project supervision system displays many drawbacks. For example, the supposed tender project without practice bidding, the necessary public bidding without public bidding, proceeding string pillar and surround-bidding from tenders seeking for illegal benefits, the excessive administrative intervention from competent departments(including the constructor) or even making false tender, making contacts with the related tenderee to get the bid, the bid evaluation committee assess the bid tilted, etc. They have deffected the construction engineering quality in our country and integrity construction in all its aspects. Therefore, how to regulate the engineering construction bidding by strengthen the supervision and administration towards it, has become a very deserving of research.This article takes the architectural engineering bidding supervision system as the research object, based on consulting relevant literatures using the inter-external experiences for reference, systemly analyzed the bidding operation characteristics and bidding supervision mechanism. Systematically discussing the supervising system for the bidding of our country construction projects and the main problems. Then with pointing out the problems of the incompletion of the laws and regulations system, or the imperfection of the bidding supervision mechanism and the indefinitiveness of the tenderer responsibility, to get the imperfect of the social supervision in supervising system for the bidding of the Jiangsu construction projects.It seriously influenced and restricted the effective role of the bidding supervision, deeply and systematically analyzed the specific reason for the problems. Aiming at these problems, this thesis uses a service-oriented government theory, proposing the strategy to perfect the supervising system for the bidding of the Jiangsu construction projects.This thesis is logically divided into five chapters.The first chapter is an introduction which mainly focuses on the purpose, significance, structure and method to do the research. The researching structure of this thesis is based on the documentations and objectively commenting on the bidding and supervising theories of construction projects at home and abroad.The second chapter states the supervising system and a theoretical basis for the bidding of the construction projects. It briefly discusses the supervising system for the bidding of the construction projects and introduces a service-oriented governmental theory with its apply into the supervision of the bidding of the construction projects.The third chapter introduces the basic situation of the supervising system for the bidding of the construction projects in our country in detail. It includes three developing stages and the supervising system for the bidding in our country so that the readers could understand the bidding better and the researching significance is foreshadowed.The fourth chapter analyzes the problems and reasons existing in the supervising system for the bidding of the construction projects. It is systematically analyzed from four aspects which are laws and regulations, the operating system, the tenderer and the social supervision.The last chapter raises some reasonable suggestions on the supervision of the bidding in our country from the aspect of the service-oriented governmental theory by learning from the advanced experience of the bidding abroad.
