Research On Government Regulation Mechanism Of Engineering Bidding

Bidding is an international,universal and organized market transaction,as well as a transaction way of trading projects,goods or services.In the 1980 s,China made the first attempt at choosing suppliers with bidding procedure,and then The State Council promulgated the Provisional Provisions on the Implement and Protection of Socialism Competition,which provided an important theoretical basis for the establishment and implementation of the bidding management mechanism.After many times of optimization reform,the government management mechanism of construction project bidding in our country gradually perfects,but the competition of construction industry is getting bigger and bigger,and the competition of many enterprises is increasingly fierce,As a result,in the process of the implementation of bidding activities,in order to obtain resources,non-standard problems occur,such as: Incomplete laws,regulations and system;Rent-seeking;Absence of supervision before,during and after the event;The bidding subjects’ insufficient ability and other problems.As a result of the above problems,the bidding market appeared a chaotic situation,which violates the original intention of "open,fair and just" bidding activities.With the continuous improvement of our country’s informatization level,the electronic information technology is more and more common in the application of bidding field.The input of the electronic information technology will not only effectively prevent bribery,further improve the transparency of the bidding activities,save costs and resources at the same time while simplifying the process,but also solve the various problems existing in the bidding government management mechanism at present.It has become a necessary condition for the development of the bidding industry and has provided a strong support for the healthy and scientific development of the industry.The research innovation of this paper mainly has two aspects.Firstly,the innovation of research perspective,from the traditional "top-down" research direction of bidding management to the "bottom-up" research direction,from the perspective of grass-roots front-line bidding operation management personnel,make the detailed decomposition of each link of the project bidding,and then analyze the existing problems and causes;The second is the innovation of countermeasures and suggestions.In 2022,China has basically implement whole process electronic bidding.On the basis of this new model of bidding and tendering has been completed,this paper puts forward the countermeasures of the deep integration of each link of project construction and the new model of bidding and tendering,and realizes the new model of supervision,bidding and evaluation of project bidding and tendering in different places,so as to ensure the openness and transparency of bidding and tendering.At the same time,establish a new construction industry electronic credit system,combining the credit system of the construction industry with the new bidding mode,and solve the problem caused by the lack of credit from the source.This paper takes the problems found in government supervision and management of L County project bidding as the research topic,and analyzes the problems in L County bidding activities and their causes.Then through questionnaire survey,I find out the basis for the existing problems.Then I use the theoretical research method,case analysis method,questionnaire method and other methods as the research means of this paper,the practical problems in the process of government supervision of public construction project bidding in L County were sorted out,the prominent problems in the bidding activities were summarized,and the causes of these problems.Then I surround the problem of the bidding status,refer to the advanced domestic and foreign experience of the bidding,summarize the reason,finally put forward some countermeasures for optimizing the bidding government management mechanism that conform to the actual situation of our country.There are seven parts of this paper.In the first part,I summarize the research background,research significance and domestic exploration of the bidding government management mechanism,summarizes the existing problems in the current bidding activities,and details the research direction and basic research ideas of this paper;In the second part,I explain the basic concepts related to the bidding activities,including the participants in the bidding,Electronic Bidding and bidding,and introduces the theoretical basis of the public resources transaction involved in this paper;In the third part,I analyze the situation of the government management mechanism of L county tendering and bidding,firstly introduces the current operation management mode and process of L county tendering and bidding,and then expounds the setting and supervision mode of L county supervision department.In the fourth part,I make the data analysis on the investigation conclusion.There are 235 questionnaires,the informant including construction units,supervisory units,bidding agencies and bidders.I analyzed the possible problems and causes of the government management mechanism of "before","during" and "after",and I analyzed the existing problems and causes of the current bidding of the questionnaire.In the fifth part,I draw on the advanced experience of domestic bidding management,proposes the inspiration to L County’s bidding management mechanism;In the sixth part,I based on the analysis of the established process of tendering and bidding,put forward the countermeasures and suggestions to improve the construction of the tendering and bidding government management mechanism,improve the construction of the tendering and bidding credit system,strengthen the training of the tendering and bidding service personnel,and implement the new mode of electronic tendering and bidding management,which are suitable for the current big data environment.In the seventh part,I made the final conclusion for the study of this paper,analyzes the shortcomings of this study,and provides certain reference for the improvement of the government management mechanism of construction project bidding in the future.
