Research And Application Of Investment Environment Evaluation Of Overseas Iron Ore Resources Development

This thesis is related to the humanities and social sciences planning project of JiangXi ministry ofeducation-“Research on Risk Evaluation Technology for overseas main mineral resourcesdevelopment and utilization (NO.12YJA790208)”. This paper takes “Investment environment foroverseas mining resource development” as the main line and evaluated the investment environment ofoverseas iron ore development by variable-weight model based on the investment environment theoryand the home and abroad studies of it. The main contents and conclusions are as follows.Describes the background of the thesis, reviews the theoretical and practical significance of thispaper. Summaries the theory, traditional study methods and both the home and abroad studies ofinvestment environment evaluation. Then, establishes the study methods and technical line of thispaper on the basis of variable-weight model. It can enrich the traditional theories and methods ofinvestment environment evaluation.Takes the crude iron production, the pig iron production and GDP growth rate of China asvariables, then establishes a demand scenario model with BP software, the measuring result shows thatthe degree of China iron ore import dependence will arrive25%~35%in2013~2025.Analyzes the key elements of overseas iron ore development, including political and regulatoryenvironment, the macroeconomic environment, mining market environment, the socio-culturalenvironment and the natural resources environment. Establishes an assessment index system, theranking rule of the index and an evaluation levels collection, then determined the weight of each indexby Delphi.Takes14countries which are rich of iron ore resources as evaluation objects, then analyzes thedetailed situation of the indexes, evaluates the political and regulatory environment, themacroeconomic environment, the mining market environment, the socio-cultural environment and thenatural resources environment for14countries separately by constant weight model andvariable-weight model. Finally, evaluates the integrated investment environment of iron oredevelopment for the selected countries.The results shows that it would vary when the country has extreme indexes and the extremeindexes should be noticed. We can bring forward the first choices, the second choices and the lastchoices of14countries for Chinese mining enterprises’ location choice of overseas development ofiron ore resources based on the results; the models which have both theoretic and practical values canprovide corresponding decision advices for the mining enterprises.
