Based On Variable Weight Theory Tower Base Station Civil Engineering Construction Tender

Construction project bidding is one of the transaction modes for contracting project under the condition of market economy ,and an effective way to fulfill the reasonable distribution of social resources. Bid appraisal is an important link in inviting bids, and the making of bidding evaluation methods is crucial for bid appraisal. Its improvements play an important role in the reform of construction project bidding.Taking the tower base station of wireless communication as the research object, this paper analyzes the present main bidding evaluation methods in our country, the advantages , disadvantages ,and application scope of common methods based on bidding theory.Taking comprehensive evaluation theory as the core, this article points out the main problem of bidding evaluation and illustrates the importance of target weight coefficient for evaluation result. Also , we establish a kind of evaluating mode based on the variable weight theory , and propose specific calculation formula of variable weight coefficient and specific steps of bidding evaluation by use of variable weight coefficient.We carry out example verification on the bidding evaluation methods by taking construction bidding of civil engineering works of tower station as the research object. Then, the result illustrates that the bidding method of variable weight coefficient changes the priority order of bidders and the recommended candidate for tender by common method.Finally, this article discusses the bidding evaluation method applicability of variable weight coefficient and choice of character indexα.We proposeα<1/2 in construction bidding evaluation.
