In the rapid development of urbanization in China, the county town development which aims mainly to improve economic benefits and GDP has given rise to chaotic spatial expansion, as a result, the costs of urban development have increased significantly.. However, study of urban space expansion has mainly focused on big cities instead of county towns, especially mountainous county towns. Faced with the status quo and need of spatial expansion in mountainous county towns, research about this will be helpful to the planning and management of county towns, with both practical and theoretical significance. What’s more, study results can also enrich the theoretical construction of new urbanization.Thesis takes Baihe County in Southern Shaanxi as an example, through the analysis of regional basis, growth of the county space as well as its constraint mechanism, the main problems in the development of the county and some specific regulation measures have been discussed. Firstly, research overview concerning the theory of urban spatial growth was stated.. Then, the spatial growth and its restraint mechanisms were studied on a regional basis of Baihe County, including topography constraints, land constraints, environmental constraints and the four aspects of economic and social constraints. Finally, the main problems existed in Baihe County were analysed:expansion is limited on account of the uneven terrain; the land carrying capacity is declining; the fragile ecological environment; the serious shortage of construction land. Some problem-oriented regulation measures were also put forward:(1) Take town development model;(2) Enhance the intensive utilization level of urban land;(3) Strengthen the protection of the ecological environment;(4) Introduce the concept of " Cut the mountains to build city";(5) Balance the development level of different county towns.
