| The circular economy is an new economic development model,which proposed by the background of sustainable development become a world trend and fashion.It's the core of the efficient use of resources.and characterized by low extraction.high utilization,low emissions. Circular economy is the strategic action which can solve the conflicts between development of economic society and resources environment.It is also an important way to achieve sustainable development.Therefore, the development of circular economy is great significance in the southern of Shaanxi,where is the water source areas of the State of South.enriched in the mineral resources, biological resources and tourism resources.Based on comprehensive analysis of domestic and international circular economic development practice, and according to the theory of recycling economy, clean production and eco-economic, then against the natural resources and eco-environmental characteristics of the region.this article analyzed the advantages and limitations of development circular economy in Southern of Shaanxi.built a circular economy development evaluation index system,proposed the overall framework, basic ideas and development models. And it did an empirical study as Xixiang County for example. The main conclusions as follow:(1) From the basis of resource endowment and socio-economic development starting in Southern of Shaanxi.discussed the need for development of circular economy, and finded out the advantages and limitations of the development of circular economy in South Shaanxi County.The advantages is:First, the position is superior; Second, mineral, biological, water and tourism resources is rich; third.the cycle of economic development foundation is well.On the other hand, the circular economy development limitedby the weak industrial base, fragile ecological environment, poor transportation, lack of funds, shortage of talented personnel and technology factors.(2) It established a circular economy development evaluation index system in Southern of Shaanxi County and proposed evaluation model. Evaluation index system selected the representative statistical indicators, it constituted by 3 large systems,9 elements,26 indicators of economic society development, circular economy construction, eco-economic:Evaluation model used principal component analysis, to evaluate the level of development of circular economy.(3) According to the theory of recycling economy, clean production and eco-economic, and against the natural resources and eco-environmental characteristics of the Southern. Proposed the circular economy development basic ideas of Industry interactive development, and established a recycling-based industrial system development basic model.Recycling industrial system, including resource recycling industry, eco-agriculture, eco-tourism and vein industry, established the four industrial interaction development through the complementarity of resources and energy, and constituted the overall development of macroeconomic cycles County Economic Development Model(4) With the establishment of circular economy development in South County evaluation index system and evaluation model, the level of economic development on the Xixiang cycle was evaluated.evaluation results show that:2004-2009 Xixiang has good trend of circular economy development.(5) According to the basic model of Circular Economy in South County,which proposed in this paper,it proposed Xixiang specific model of recycling economy development.it established"Mineral-Chemical-Materials-Energy" industry chain in the industrial field;established "pig breeding-biogas-tea cultivation" chain as the core digester in the agricultural; proposed the interactive development model about tourism,agriculture industry, andintravenous Industry; proposed combination of industry and intravenous industry, social life and consumption combined with the intravenous industry development model. |
