Land resources is the basic conditions for human. Mankind are born on the land, survive and develop on the land. There would be no human survival and development if there was no land. Because of the economic developments of human life and a significant increase ecological quality of land resources continue to decline against humanity survival. Therefore rational use of land resources has become an important task. In China, the mountain area take 2/3 part of the national land,which has upbringing 1/5 of the population. The mountain area is an important ecological resources, but now people faced a problem of mountain land degradation and mountain ecological environment. Thus in the sustainable development thought growing in popularity today, the mountains of the rational use of land resources will definitely to the effective protection of resources and environment and the rapid economic development of the mountain dual mandate.
