At present, China is in the process of constructing the rule of law society. This building of a social atmosphere promotes respect, advocates, and rigorously enforces the rule of law. The tax revenue work of S City encountered a hither of unknown challenges. Taxpayers and community members from all walks of life within the city have increasingly high demands of the personnel quality of the tax worker and traditional civil service. The management model is not up to the management requirements of the tax authority. Understanding, planning and implementation of management performance long-term, establishing a set of perfect performance managing mechanisms, and establishing the correct orientation will take a tough team. It is imperative to establish a modern performance management system for the S City Local Taxation Bureau. Also, a fair evaluation for the tax staff’s work performance of the city will mobilize the enthusiasm of everyone’s work and improve the efficiency of tax officials. This is an inevitable requirement of the creation of the rule of law and social public service type local tax authority.The thesis is based on performance and performance management’s concept of tax. Theoretically, they would take S City Local Taxation Bureau as the object of the study, and start with the most basic administrative service hall for the performance appraisal. The management model is then analyzed by a combination of theoretical and practical assessments. Any problems will be shown with a proposal to improve the performance management strategies. It will be of significant importance for the future development of performance management for S City Local Taxation Bureau.
