The tax revenue work of S City encountered a hither of unknown challenges. Taxpayers and community members from all walks of life within the city have increasingly high demands of the personnel quality of the tax worker and traditional civil service. The management model is not up to the management requirements of the tax authority. Understanding, planning and implementation of management performance long-term, establishing a set of perfect performance managing mechanisms, and establishing the correct orientation will take a tough team. It is imperative to establish a modern performance management system for the S City Local Taxation Bureau.
