Accompanied by the continuous reinforcement of public service consciousness, thepresent government departments hope to use practical action to improve administrativeefficiency and management ability, and the result is closely related to the personnel of thegovernment departments. In essence the government departments put forward higherstandards for the personnel engaged in public affairs. These new standards become the key forachieving their expected goals. Present test mode is mostly based on annual performanceappraisal of 《Civil Servant Law of the People’s Republic of China》, but the content of thismode is general and non-specific, so it is difficult to obtain the expected results in practiceand even loses its pragmatic value in some degree. This shows that the mode of performanceappraisal about the personnel of the government departments should be improved urgently.This paper chooses the heads of state taxation bureau departments of H province as theobject of the research on performance appraisal about the personnel of the governmentdepartments, because it wants to begin with simple things, then search for new paths toimprove the performance appraisal of civil servants and comprehensively promote theperformance of the government through this representative group. The article deeply analysesthe existing problems and causes of the present performance appraisal, and chooses suitableperformance appraisal indexes after considering relevant influence factors, then uses fuzzycomprehensive evaluation method to establish assessment model. In this model, performanceappraisal indexes can be quantified, and the numerical result can be gotten by mathematicalmethod. After that, use specific data to explain how to use the model, and then usecomparison method to show the advantage of this new assessment, in order to provideguidance and basis in the concrete operating process. At last, put forward some suggestions toexecute this performance appraisal.
