For any organization or agency, human resource management are all part of its key, to a certain extent determines the organization or individual job performance, thus affecting the overall efficiency of the entire organization. In human resource management, for the assessment of personnel is one of its most important aspects, both organizational and personal development plays an important role. Therefore, the organization should focus on human resource management, performance appraisal should focus on full use of the performance appraisal for the organization to bring maximum benefits. Organization bears the tax department of state revenue, income distribution and regulation of macroeconomic regulation duties is very important to a country administrations, plays an irreplaceable role. However, the tax department staff performance appraisal there are more problems, it is necessary to conduct special research on this.In this paper, the Inland Revenue Department staff performance appraisal as the main research questions, combined with the Zhuhai Hengqin the actual conduct of research, using modern management theory and systems perspective to study the performance appraisal, the spirit of country-based "Civil Law" and the current civil service examination system principles, drawing on relevant performance appraisal methods and techniques, combined with the actual situation of the council, proposed to build the Local Taxation Bureau of Guangdong Zhuhai Hengqin civil service performance appraisal system, performance evaluation indicators presented to the scientific design, making the evaluation of individual job performance can be quantified analysis, the ability to work translate into individual assessment; build individual competency model, multi-dimensional assessment data collected, the capacity of individuals to achieve a comprehensive analysis of the quality; to competency model based on the results for each person to make a personalized training program; Finally, the individual receiving the education and training related to assessment indicators such as the completion hours, grades, etc. into the performance appraisal system, and achieving complete personal capacity to enhance the quality loop.The paper has explored personnel performance management, contributive to advancing the process of performance assessment system and the implementation in Chinese governmental departments, enhancing current personnel performance management level of Chinese governmental departments as well as promoting further development of management modernization in Chinese governmental departments.
