A Research On Improvement Of Performance Management In Heshan Revenue Department

With the further deepening of the globalization,government should play a positive role in promoting local economy and response to public diversified public service requirements.The index of economic development as the government performance management mode is not appropriate.Therefore to establish a performance oriented pattern of local government is the current trends.This article aims to construct a set of suitable for the local tax system of the performanceevaluation index system for local taxation system,performance management and evaluation to provide certain reference function.Firstly,base on the performance management status of Heshan District Local Taxation Bureau,in-depth analysis the problems of performance management and to further explore the causes of these problems.Secondly,considered the performance management status of Heshan District Local Taxation Bureau,performance management program was improved,including re-set the performance management objectives,make the performance management objective clear,build a framework for performance management,improve performance management indicators system to optimize the performance management process.Finally,proposed safeguards for effective performance management of Heshan District Local Taxation Bureau:First,create a performance management culture to improve the performance management system;Second,improve the external environmental factors to strengthen the institutional system;third,participation and support for managers to strengthen the organization and leadership;fourth,innovate management ideas,actively use performance appraisal results.
