Performance management is the core of human resource management, it notonly determines the level of human resource management, while significantlyinfluenced the core competitiveness of enterprises. Although the current performanceof the theory and practice to get a good development, but China’s power enterpriseslack a sound and effective comprehensive performance evaluation system. Thisarticle will focus on combining theory with practice, analyzes their performanceevaluation of the actual status, inadequate analysis of their existing assessment andtargeted solution put forward corresponding countermeasures. The key application ofBalanced Scorecard performance evaluation tool for building corporate performanceevaluation system plays an important role in enhancing the level of performance.Power industry as an important industry people’s livelihood, which is closelyrelated to the operations of the country’s economic development. Due to themonopoly of large state-owned enterprises, many power companies, especially two,three power companies of performance evaluation and incentive is always a lack ofintegrity, this paper such problems, for example the TuQuan power company byanalyzing its performance management problems, take the balanced scorecardapproach to build the models and processes and performance evaluation indexsystem.First, this article summarizes the theory and research of dynamic performanceevaluation at home and abroad, analyzes the status quo TuQuan power companyenvironment and performance evaluation, in-depth analysis of existing assessmentmethods and reasons for the problems. Secondly, with advanced performanceconcept as a guide, and make electric power enterprise development strategies ofthinking, based on the strategic objectives of the power industry-oriented, startingfrom the basic work TuQuan performance management power company proposes toconstruct a reasonable according to the Balanced Scorecard The power companyTuQuan performance evaluation system of the importance and necessity. Again, inorder to evaluate the performance of the Balanced Scorecard as the dominant method: TuQuan power companies based on four strategic objectives of financial, customer,internal business processes, learning and growth started to decompose to form thetarget company level, department level staff evaluation system.
