Perfonnance management is the core of human resource management, on one side,it determines the level of human resource management, on the other side, it influences the core competitiveness of enterprises. Currently, the theory and practice of performance evaluation are getting more and more perfect. However, the situation of enterprise performance in China’s electric power management is not so perfect, which is lack of a sound and effective overall performance evaluation system. This article will focus on the combination of theory and practice, analyse the actual situation and the shortcomings of performance evaluation, and figure out the measurements. The importment part of the article is to use the Balanced Scorecard to build enterprise performance evaluation system.In this paper, the first part is the summary of international study on performance evaluation theory. After analysing the approach, advantages and disadvantages of performance management of power enterprise, the first part will focus on the problem and its reason. Secondly, this paper will be guided by the advanced concept of performance evaluation and put forward the stragety of power industry’s development, accroding to the strategic goal of China’s power sector, the paper will introduct the importance and necessity of constructing a reasonable performance indicators under the balanced scorecard system. Thirdly, taking the balanced scorecard as the main measurement of performance evaluation, the paper will specify the strategic goal in China’s power sector, which contains financy, customer, internal process and study and development, and distegrate the key performance indicators into company-level, department-level and personnal performance indicators. What’s more, the paper will form a dynamic performance evaluation progess, which includes performance plan, preformance guide and monitoring, performance assement and perfoemance feedback. Thus to help to form a developing, systematic and feasible performance assement system. Finally, with the combination of effective implementation and dynamic sound of Balanced Scorecard, the paper will put forward the performance evaluation system in China’s electricity sector.
