In recent years, the ecological environment problems have attracted more and more attention, among which the environmental emergencies stand out because its abruptness, variability and harmfulness is of great harm. It’s not only affect people’s normal life, but also damage the ecological environment. Therefore domestic and abroad scholars have never stopped on researching environmental emergencies, and one of the most important research is how to establish effective emergency response system to help people command and deal with emergencies.This paper aims to design an emergency response system to improve the response speed, optimize command and dispatch as well as realize informatization offices. According to the emergency response mechanism of Erhai lake Protection Agency in Dali prefecture, also combining with the research of emergency response system and emergency response mechanism at home and abroad, and analyzing the demand for emergency response system of Erhai lake Protection Agency in Dali prefecture, this paper adopt advanced development technology such as B/S architecture, MVC programme design, J2EE application platform, SSH2 framework, HTML,CSS and JavaScript. Meanwhile the paper designed the command and dispatch module, emergency plan module, information report module, event announcement module, event archiving module and system management module, also completed the development of the emergency response system under Erhai lake Protection Agency in Dali prefecture. It included the establishment of the mathematical model for the personal scheduling and emergency supplies scheduling issue, which can optimize dispatching command and greatly improve the emergency response speed. As a result, it can solve the problems existed in the system through the system test and analysis.
