With the rapid growth of economy, environmental incidents of public health happened more frequently, which brought on serious influence and aroused abroad attention on society. After the incidents happened, related information couldn't be collected in time, the information channel was not intact and opened, the information could not be shared with, all of which are the principle question that difficult to make a immediate and exact response for organizations on emergency. Therefore, a good information system in response to the incident is desiderated to collect and manage the information of the incident, in order to support the work effectively.At present, researchers in the environment protection field of China are developing some related information systems in response to emergency to assist the work for such kind of incidents. Parts of those systems have been completed and dived into work, focus mainly on concrete technology support system for urgency jobs, for example, tracking the source of pollution, forecasting pollution model,related basal database, and so on. In public health field, it is better for us owning the information system which can provide report approach as soon as possible after environmental incidents of public health happening and manage the whole response process, but such a system has not yet been established. This study plan to build up a system that required to realize reporting incident, accepting and dealing with report, evaluating incident, arranging task, tracking the state of affairs, querying information and analyzing data, for supporting real-time response work..The purpose of this topic is to precess primary requirement analysis, and establish functional model for information system in response to environmental incidents of Public Health, to build a foundation for software developing. In the professional's and user's view, we plan to put forward the request for the information system, and build an intercourse bridge between the software developers and the professionals. The study includes three parts: business flow, business functional model and data dictionary. We adopt Requirements Gathering and Analysis method in the health level seven (HL7) development framework that guides developing healthcare information standard, HL7 is an authoritative standards developing organizations in the international healthcare arena.The study summarized a business flow from a large number of cases; in the business model research, we educed one business storyboard, then from which we brought forward six use cases, built one informational model, which cited twenty-five classes from RIM, and added eleven classes, satisfied our request in emergency business field; finally, one business data dictionary, which illuminated detailedly thirty seven classes and their attributes totaled one hundred and fifty-five. Besides, a vocabulary set was attached in this study, for person related understanding.The investigation provides a primary requirement analysis result for the software's development and design, reduces the cost of requirements analysis, also speeds the process of development. At the same time, we pay attention to standardizing data elements, try to establish the information system, and avoid the information to be alone, which could not be shared with other systems.
