When citizens are confronted with emergency events such as violence, disease and accident, salvation and protection should be provided immediately by police, fire protection and medical department etc. However, as our city expands, and its population grows bigger and bigger, it becomes more and more difficult to distribute the resources between different departments and to improve the capacity of emergency response effectively. As a result, the City Coalition Emergency Response System (CCERS) was proposed in our E-City construction schedule. Based on advanced communication and computer technology, CCERS makes it possible to share information between various departments effectively which provides a perfect solution for improving rapid response capacity of the government and making scientific decisions for emergency events.In this paper, based on the analysis of the construction requirements and information flow of CCERS, the system is divided into several modules according to its specific function, and the database was designed in details. It is found that the key to CCERS is to achieve the coalition of information. Considering that the information are shared between different departments that deployed in various application systems, a three-level structure model based on Web Service was proposed as platform of emergency response information & integrated services. Then, it was analyzed and designed according to the prototype system of Web Service in J2EE platform and then carried out in Axis. Finally the security problems of the system were discussed. It is believed that the development of emergency response information integrated services platform will provide a strong support for the implement of CCERS and promote the informatization construction of our city.
