Since the beginning of 1990s, public journalism has brought a new revolution in the field of practice and theory. Taiwan in the transformation of news is public information and public journalism advocated the idea, in the continuous development, combined with Taiwan’s political, economic and cultural background, showing its own characteristics in the process of localization. This paper, combined with the reform of public journalism in the world and its prospect, discusses the changes of public journalism and its role in shaping citizen consciousness and citizen society. Taiwan public journalism development in Taiwan and the awakening of civic consciousness, business under the background of the chaos of the media is closely related to the environment, the development process of the Taiwan region of journalism reflects the process of this one change. In the Taiwan area of commercial, entertainment in the background of the public to participate in public affairs, the voice of public news in the Taiwan area of business practice came into being.Taiwan public TV station is a pioneer in the practice of public journalism in Taiwan area, which is accompanied by the development of journalism in Taiwan and the awakening of civic consciousness. In this paper, through the gradual awakening of civic awareness in Taiwan area of different stages of combing, explore the establishment of the Taiwan public media as a public media representative of Taiwan’s establishment background and its founding process. From the source of funding for its operations, program settings, development dilemma and reform measures to explore several aspects of Taiwan public television related public information philosophy. The difficulties and obstacles encountered in the practice of public journalism in Taiwan, such as the development of citizen consciousness, not yet mature, the impact of commercial and the chaos of the whole media ecology in Taiwan, promote the transformation of citizen journalism, and create a new way to solve the problem of public information in Taiwan.
