Study On The Evaluation And Selection Of The Construction Agent Of Affordable Housing Projects

With the rapid development of indemnificatory housing, how to promote the management of indemnificatory housing construction has drawn more and more attention from society. In China, the government is the only investor of indemnificatory housing, and just like other government investing projects, the absence of sponsors is a common phenomenon in indemnificatory housing construction, which resulted in the low management efficiency. The agent-construction system is proposed to solve the problem occurred.The paper aimed at promoting the management of indemnificatory housing constructions, and to realize it, the selection of construction agent is emphasized in the discussion. The construction agent has obvious advantages over the government in domain knowledge, management experience and human resources, and that is why agent-construction system will be adopted in indemnificatory housing construction. To meet the demands of indemnificatory housing construction management, the paper discussed the selection of construction agent, and the selection process is established.From the perspective of the whole life circle of indemnificatory housing construction, a lot of characters are required for the construction agent. To simplify the research, the related literature are reviewed to identify the indicators of the evaluation system. By integrating and eliminating some of the indicators, the evaluation system is established. To determine the weight of the indicators, the analytic hierarchy process is used. Obviously, the evaluation system will help the selection of construction agent, and contribute to the high management efficiency of indemnificatory housing constructions.
