Compared with ordinary commercial housing,indemnificatory housing has the characteristics of low profit and low price.The construction enterprises that undertake indemnificatory housing should ensure to complete the construction tasks that meet the requirements of project quality within the specified time,while taking into account their own profit requirements.While indemnificatory housing projects tend to have large construction scale and high capital investment,but at present,the overall decline of the domestic construction industry,the debt ratio of construction enterprises is generally high,and the capital is tight.And with the rising cost of resources,the profit space of construction enterprises continues to shrink.In the face of this situation,reducing the construction cost of engineering projects has always been an important way to relieve the debt pressure of construction enterprises and improve market competitiveness.Therefore,how to effectively control the construction cost of indemnificatory housing project is the focus of construction enterprises.The characteristics of indemnificatory housing project determine the characteristics of construction cost control of indemnificatory housing project,that is,indemnificatory and non-profit,coordination of management objectives,and variability affected by policies.To realize the construction cost control of indemnificatory housing project,we must follow a certain process,and cost prediction is one of the most basic and key links.By analyzing the factors that affect the construction cost,we can find out the variables that are used for cost prediction.Through literature review,the main factors that affect the construction cost of indemnificatory housing project are divided into internal factors and external factors.Internal factors mainly include engineering design,construction period,resource consumption and construction quality;external factors mainly include resource market price,construction safety,management and organization,national policies and regulations,etc.By using the method of expert interview,the influencing factors are further refined,and the influencing factors of construction cost prediction are preliminarily selected,i.e.building area,construction period,steel consumption,concrete consumption,design change,installation design,site management and decoration degree.Based on the field survey,this thesis collected the cost data of indemnificatory housing projects of representative construction enterprises in Tianjin in the past five years,and obtained the construction cost prediction model of indemnificatory housing projects by using the principal component regression method.Then,taking the SK project of public rental housing as an example,this thesis forecasts the construction cost of one of the residences,compares and analyzes with its actual cost,and finds out the causes of cost deviation,mainly involving construction period,design change,material consumption and site management.To some extent,these problems reflect the common problems in the construction cost control of indemnificatory housing projects.In this regard,the thesis puts forward suggestions for the construction cost control of indemnificatory housing project,that is,scientific prediction,resolving the risk of construction period;paying attention to the joint review of drawings,strictly controlling the design change;strengthening the control of labor,material and machinery costs;strengthening the cost responsibility of project management personnel.From the perspective of construction enterprises,this thesis studies the construction cost management and control of indemnificatory housing project,hoping to make some supplement to related fields,and provide some reference for construction enterprises in practical application.
