Study On Public Services Evaluation Of The City Park In Urban-Rural Fringe Of Wuhan

Urban park is the carrier of urban public services, so effectively upgrading the level of public service in urban park has always been the hotspot in the rapid development of urbanization process, especially in the urban-rural fringe which is relatively lack of public services. Study of urban park public services evaluation is indispensible for its sustainable development, but unfortunately it’s basically in a state of absence. This study provides a oriented index system and reference method by building the appraisal model of urban park public service, which will contribute to improving the quality of planning, construction and the management level of urban park.This study discussed the connotation, characteristics and relevant evaluation factors of urban park public service through literature research, field investigation, interviews and expert consultation. According to principles of scientific, systematic, comprehensive, representative, practical and operable, We established the evaluation index system of urban park public services containing 4 criterion layers and 29 indexes by analytic hierarchy process and integrated using of the related theoretical basis and research results. Then each index was divided into five evaluation grades--excellent, good, fair, bad, worse, and calculated the weight of every index by experts “two-two” judgment. There are 16 indexes greatly influencing urban park public services: public transit accessibility, urban roads accessibility, parking scale, the perfection degree of rest facilities, recreational facilities richness, science and education facilities richness, fitness facilities richness, the perfection degree of health facilities, recreation space diversity, tourist area of suitability, the perfection degree of safety facilities, the perfection degree of security mechanism, spontaneous mass events richness, theme activities richness, disaster prevention capacity, the perfection degree of disaster prevention facilities. Finally a comprehensive evaluation model of urban park public services was built through five public service level of very high, high, general, low, very low, corresponding score were 0.90, 0.70, 0.50, 0.30, 0.10, generated by weighted summation.In principle of category diversity, scale diversity and balance of layout, White Jade Park, Tang Lake Park, Tan Xinpei Park and Jinyin Lake Wetland Park were selected to do specific public service evaluation analysis.Finally it is concluded that comprehensive evaluation score were 0.4649, 0.6178, 0.6018, 0.6220, meaning that White Jade Park is in lower level of public services, while Tang Lake Park, Tan Xinpei Park and Jinyin Lake Wetland Park are in general level. At last, we provide improvement suggestions for these 4 parks based on the evaluation result, and provide reference for renolation of existing urban park and planning, construction, management of new urban park.
