Many problems concerning the urban-rural fringe are arising because 1. the duality of economic structure, 2. the collision between political system and culture, 3. the complexity of types of land-use and its structure 4. the confusion of property right, 5. the great frequency of land-use activities. So, it becomes harder and harder to make clear prediction over time.The contradiction between lagging-behind city planning and the quick development of the city are more and more apparent, which is regarded as the hotspot of city growth and the difficult spot of planning and management. Facing this one contradiction , attempt to bring forward the standard and method how to ascertain Unban-rural fringe a headquarter developing the pattern and the land use character ,on the basis of studying both functional characteristics and development mechanism and the develop model of Unban-rural fringe in the paper. the result of discussing should be further discussed and analysed, because of my limited personal capacity, not very accurate standards, low extent of grasping Mathematical methods and not fully grasping and controlling of the various factors affecting the complexity of the approach.
