The development of science and technology has promoted the rapid advancement of technology in the power industry.The use of advanced equipment,processes,materials,and technologies is to build a smart grid and enhance the grid system.As the main participant in the implementation of the overhaul technical transformation project,the supervisor has played an important management role in the preparation,implementation,acceptance,and transfer of the project.The traditionalsupervision work method is biased towards the new power transmission and transformation project,and it is obviously not applicable to the overhaul technical transformation project with high risk of construction operation,short construction time and narrow construction site.With the increasing number of overhaul technical renovation projects,how to carry out supervision work for the characteristics of such projects,improve the effectiveness of supervision work and the satisfaction of owners,is an urgent problem that needs to be solved in the supervision of electric power overhaul technical transformation projects.The essay emphasizes the importance of active control,pre-existing management and systematic standardized management.Precautionary risk management is essential for the successful achievement of the objectives of supervision.Targeted risk management ensures the realization of supervision objectives.According to the main work contents and previous research results of the electric power overhaul technical reform project,the essay analyzes the characteristics of the electric power overhaul technical transformation project and the main problems in the supervision work,and identifies the seven types of risks that exist in the project,they are:quality control,cost control,schedule control;information management,contract management;risk of coordinating the relationship between the participants;fulfilling the responsibility for construction safety production management,a total of 54 major risks,forming a supervision risk record form.Subsequently,the LEC evaluation method was applied to evaluate the risks existing in the supervision work,and the root causes of various risks were analyzed in depth.The lean management thought was introduced,and the WBS work breakdown structure,the 5W1H analysis method,the kanban management,the visual management,and the on-site 5S were adopted in the 500kV Baofeng substation isolation switch motor-driven overhaul project to demonstrate.The supervision and application of power overhaul technical reform project on risk management and lean management has improved the application of supervision work to modern project management scientific methods,enriched the management and control experience of complex projects,improved the image of supervision and work,and improved the performance.The owner’s satisfaction with the quality of the supervision work,and strengthen the competitiveness of the supervision enterprise in the overhaul technical innovation project market.At the same time,under the thought of risk management and lean management,the management thinking that affects the project participation units has a good practical significance for promoting the standardization of overhaul technical renovation project construction.
