In terms of the requirements of national policies and the "forced" situation of urban and rural construction land, it has important significance to research on the improvement of utilization efficiency of the stock land, and to achieve the reformation of all aspects. In the type of the stock of construction land which has the potential to be tapped, it is undoubtedly that urban industrial land is one of the land type which needs the most focus on its prominent contradictions and the requirements of urgent reform in the situation of "new normal". Industrial land renewal is not a new topic, but the research about how to determine the renewal object from a single impact factor needs to be further enriched.First of all, the paper combs the driving force of industrial land renewal, the selection method of renewal object, the problems of current research and the renewal practice systematically; and then takes Laicheng District in Laiwu City as the research object, generalizes the development history, current situation, problems of the industrial land in Laicheng District, so that lays the research foundation for putting forward the the space strategy of industrial land renewal.Secondly, the paper sums up the factors which affect the fate of industrial enterprises directly through a series of case analysis. The factors include urban safety, environmental protection, industrial policy, urban planning, land economy and enterprise development demands, which can be summarized into three aspects:environmental factors, planning and development factors and economic factors. Based on the above factors, the industrial land renewal selection framework is established. The selection method is "single factor elimination method". The selection based on environmental factors:relocating all of the hazardous chemicals enterprises, the enterprises in the subsidence area and some of the environmental pollution enterprises from the downtown through analyzing the present situation about the enterprises and requirements of related policies; The selection based on planning and development factors:taking the requirements of Master Planning of Laiwu into consideration, and identifying the industrial enterprises as the renewal object which don’t meet the city space layout, locate in the area which demands public service urgently, and don’t meet the orientation of industrial policy; The selection based on economic factors:selecting the volume rate, output value and tax are three indicators of industrial land intensive use level evaluation which will serve as an important reference whether the block needs renewal, and establishing screening program of elastic and taking the enterprises development intention into consideration as well. Based on the selection of renewal blocks, the paper proposes renewal measures from the point of view of the fate of the enterprises:the retaining enterprises renew in place; and the blocks of relocating enterprises will be industrial upgraded or replaced of function.Finally, according to the corresponding policies which is required during the renewal blocks selecting process, and in order to minimize inefficient industrial appearance from transfer, usage, withdrawal and other aspects, guarantee mechanism is put forward:To explore the implementation of the transferring industrial elasticity years period and after the first rent system; establishment of inefficient Industrial with the identified, disposal mechanism; the implementation of land income+space quality restriction policy. |
