Study On The Government Function In The Protection And Renewal Of Historical And Cultural Blocks In Shinan District,Tsingtao City

The historical and cultural blocks record the social life and cityscape of the city,which went through history and have great cultural value.Therefore,the protection and renewal of historical and cultural blocks are very important.However,in the process of urban construction,many historical and cultural blocks have not received corresponding attention and protection,and have been damaged to varying degrees.In recent years,with the development of society,people gradually realize the value of historical and cultural blocks and the necessity and importance of their protection and renewal.The protection of historical and cultural blocks by the government and society has also increased day by day.In the process of the protection and renewal of historical and cultural blocks,the government issues policies,compiles control regulations,introduces industries.The government assumes the responsibilities that other institutions or organizations cannot replace and plays a huge role.With the developing of relevant theories and the reforming of Chinese government functions,historical and cultural blocks’ protection and renewal has ushered in new development opportunities,and the management system of historical and cultural blocks has gradually improved and achieved certain results.Tsingtao was coveted by Western powers because of its natural port quality.From 1897 to 1949,Tsingtao was colonized by Germany and Japan,and ruled by the Beiyang Government and the Nanjing National Government.Each administrative subject carried out different planning and construction in Tsingtao with different purposes,which made Tsingtao forming a unique urban culture.The vast majority of the modern historical and cultural heritage of Tsingtao remains in Shinan District.Since the reform and opening-up,Tsingtao governments play government functions,protect and use these historical and cultural heritage and have made some achievements.In general,the protection and renewal of historical and cultural blocks in Shinan District,Tsingtao City has achieved certain results.In this process,Tsingtao governments function have its typicality.This article takes the government functions in the protection and renewal of the historical and cultural blocks in Shinan District as the main research object.And outlines the formation and development of the historical and cultural blocks in Shinan District,expounds the status quo of the blocks;expounds the practice of government functions,insufficient explanations.Summarizing the practical experience in the protection and renewal of representative historical and cultural blocks in China,in order to put forward optimization opinions and effective measures for the government functions in the protection and renewal of historical and cultural blocks in Shinan District.Through the research in this paper,on the one hand,it can expand the relevant theoretical research and practical case exploration of historical and cultural blocks and government function theory,on the other hand,it proposes the optimization measures of government functions in the protection and renewal of historical and cultural blocks,and discusses the universality of them.
