The Research Of Highway Traffic Safety Guarantee System Based On Whole Life-Cycle

The construction of Chinese highway has developed rapidly for 20 years and has achieved remarkable achievement.For a long time, the study of highway traffic safety are mainly passive traffic safety improvement.Relationship between each stage of projects were split up in reason analysis of traffic accident.Lacking idea of whole life cycle,investment of safety resources in operation stage were ignored in cost-benefit analysis.In this background,developing the highway safety research based on Life-Cycle is of great significance for the improvement of highway traffic safety and the maximization of security benefit.Through the analysis of paucity of research on highway traffic safety at home and abroad and the application of theory of Life-Cycle in project,ideas of using the theory of Life-Cycle to solve the highway traffic safety problem were put forward in this paper.Firstly,traffic safety guarantee system and mechanism were built which is based on the theory of Life-Cycle,including the principle of project organization and construction of responsibility system.On the basis,highway traffic security countermeasures were put forward based on the whole life-cycle,which covers following stages of highway project:Planning and design stage、construction stage、operation stage.Then carry out the safety management,in consideration of organization、information、technology、expenses and quality.Based on the analysis of the safety investment in the full life cycle of highway,a reasonable degree model of safety investment during the whole life-cycle was built,use method of combining the safety economic theory and existing method of analysing full Life-cycle cost. Providing a quantitative analysis method of screening highway traffic safety guarantee projects.At last,building traffic safety guarantee system andmechanism which is based on the theory of Life-Cycle for Baohan highway.
