China’s social and economic progress is changing with each passing day,China’s highway construction has also been a comprehensive development,the rapid growth of car ownership,the new problem is frequent road traffic accidents,the existence of many hidden dangers of driving safety,making China’s low-grade road safety security has become an urgent problem to be solved.To meet the needs of development,the General Office of the State Council has agreed to fully implement the road safety life protection project.This project is of great significance to improve traffic safety of low-grade highway.After the implementation of the highway safety life protection project,it is necessary to evaluate the effectiveness of the overall safety effect and measures,whether the project reaches the expected goal,summarize the implementation process and the experience and lessons after the end of the project,and continuously improve the opinions for the development of the project.However,there are few studies on post-evaluation of highway safety life protection engineering at home and abroad,and most of them focus on the effectiveness of facilities and other related research contents.There is still a lack of systematic analysis on the economic benefits of the post-evaluation stage of the project.Firstly,this paper introduces the concept of highway safety life protection engineering,and the basic theory of project benefit post-evaluation.On the basis of the above theoretical research and analysis,combine theory with the characteristics of the project,the benefits and costs generated by the project are analyzed in detail,the economic benefit of the project is the safety benefit of the reduced accidents after the implementation of the project.This paper considers the construction cost,the maintenance cost generated after the implementation of the project,and the maintenance cost expected to be generated in the future years,namely,the cost generated by the project.According to the calculation model of traffic accident loss,the safety and economic benefits of reducing one person’s death and one person’s injury are analyzed and quantified.At the same time,the cost generated by the project is analyzed and quantified.Secondly,the exponential smoothing method and grey model are used to predict the number of accidents,deaths and injuries that will be reduced in the future years after the implementation of the project.Thus,the economic loss of the number of casualties in each year after the implementation of the project is obtained,that is,the economic benefits generated by the project.Then,according to the net present value of benefit,internal rate of return,benefit-cost ratio and other national economic evaluation indexes,the economic benefit of highway safety life protection engineering project is evaluated.Finally,the paper applies the conclusions of this study to the safety life protection engineering of the ordinary trunk highway in Jilin Province.Through the theoretical analysis and case study of the whole paper,it is considered that the application of cost-benefit method in the post evaluation of highway safety life protection engineering is feasible.
