With the rapid development of national economy, the constructions projects advance greatly. The level of management of construction project not only affects the construction of the project itself, but also influences the development of regional economy society directly. Thus, the project management has been becoming import in the process of national economical development. As a result, rational and scientific means must be applied to the project management in the process of the project. The project schedule management is an important constituent part of project management, it is not only the soul of the project, but also one of the three major projects of the project management to some magnitude determines the success of the project. Such ideas will provide allusion for construction project at home.The project schedule management in the project construction phase is one important part of the project construction management. Not only affects the project quality, duration and costs, but also has a direct impact on the social benefit and economic. At the base of the project construction phase, the effective management into the construction process management, so that the construction is well instructed to ensure the duration finish timely. The project schedule management is an important part in the whole project management. The construction schedule management in charge of construction progress control and contract management, urge and guide the contractor to prepare construction progress plan. In construction projects, planning is the beginning point of all management function, a graphic schedule name as a book forms the basis for effective planning, the plans and specifications for the project generally define both the end product and the general time frame in which to complete the project.In the article, firstly by analyzing the current situation of the project management, and introducing the background and content and framework and basis, purpose and importance. Then based on the achievements made in the areas of the construction project, managing of plan and controlling in the progress management is concerned with in this dissertation.In the article takes the indemnificatory housing project of the Jin hua road of Qingdao for the example and by using the basic principles and the advanced ideas of modern project management and demonstrates the control and management procedures in the construction project and the estimates for the different issues. Firstly, the paper introduces the preparatory work forth high-rise apartment building of the indemnificatory housing project of the Jin hua road and expounds the project structure and their responsibility and elaborates the content of the preparatory work and shows the primary of the coordination management and quality management system, which make the preparations for the project implementation. Secondly, the paper discuss clearly the principle,methods and procedures and specific application of the construction project plan and make the construction network through the network plan. Finally, in view of the potential and specific problems in the project construction control and management, and draw up the schedule of the item and discuss the method of process control, the paper make the causes analysis for and put forward the corresponding preventive and solving measures.
