Different risk management technology is introduced to modern project management and is applied in different project. Compared with the traditional risk analysis technology, more quantitative methods are applied. Although the empirical analysis plays an important role in the risk management of projects, but the combination of data and quantitative calculation method makes the risk management more perfect.This thesis is based on the project risk management theory, taking the project of Traditional Chinese Medicine Hospital in Zhaoyuan city as an example. According to the background and the design concept, content and scale, construction conditions and regional environment and construction period and the implementation plan of the project, this thesis focuses on risk management activities of the projectFirstly, this thesis makes identification of risk of the project of Traditional Chinese Medicine Hospital in Zhaoyuan city and constructs the risk identification process. Delphi method is used to investigate and consult experts in related fields. Five main risk factors index of the project is extracted. And the hierarchical levels of secondary structure of risk factors are constructed. All these provide the foundation and basis for the construction of index system in the following risk evaluation.Secondly, evaluation on the risk of the project of Traditional Chinese Medicine Hospital in Zhaoyuan city is carried on. AHP is used to calculate the index weight. The corresponding fuzzy matrix is constructed based on degree of membership. And this thesis gets the risk comprehensive evaluation results by fuzzy matrix calculation. Risk assessment results show that the overall risk of the project is in the general level so the project risk is in the controllable range.Finally, this paper designs the risk response strategy and scheme of the project from five angles. They are quality risk, security risk, cost risk, capital risk and market risk.In research methods, this paper uses literature inductive method, survey method, analytic hierarchy process, fuzzy comprehensive evaluation and other research methods, collecting relevant relocation project risk management information. Possible risk problems in this project are investigated in the stakeholders, project managers and experts and hospital management personnel. The organic combination of qualitative and quantitative methods can improve the efficiency and quality of risk management.The main innovation of this paper is relied in the main risk which is different from the general relocation project because of social attribute of hospital. Besides, on the basis of risk identification this paper constructs risk evaluation index system which is suitable for the relocation of the hospital construction projects. And the analytical hierarchy process and fuzzy comprehensive evaluation are applied to the risk assessment, which overcomes the limitation of the single method.
