China’s higher education system reform deepening, Binzhou Medical University firmly grasp the major strategic opportunities for development, the expansion of school size, brought the sharp increase in the number of students, the campus resources can not meet the normal operation of the original school demand, which requires universities to strengthen basic construction investment. However, at present, the capital source channel is narrow, the basic construction financing is limited, therefore, to ensure the construction project cost control to strengthen the engineering quality and construction period, so that the limited investment to achieve maximum benefit, has become an important task for university basic construction work must face, is very important for the analysis and Research on the cost control the basic construction of the University becomes.This paper first defines the purpose and significance of the study,analyzed the current situation of domestic and international engineering project cost control, respectively, a detailed study of the target cost management theory, value chain theory, value analysis theory and the project life cycle theory, the basic theory of the construction project cost control; and then, the construction of G2 of Binzhou Medical University student apartment building was studied, analysis of the use of the cost deviation to measure and calculate the work completed budget cost analysis method (BCWP), actual cost for work performed (ACWP) and work plan budget (BCWS), real-time monitoring and analysis of the costs of project progress and project consumption, found in project construction process; finally, every stage of the construction project are discussed and Countermeasures of cost control, and puts forward some suggestions.The cost control of engineering projects must focus on cost control of theconstruction cost control center, a set of system through the construction of the whole staff and various departments of the company project,construction project cost control responsibility system in the enterprise,control the implementation of a comprehensive and full, promote the level of project management and improve the construction, technical level. I hope this research can provide reference and guidance significance to the G2 of Binzhou Medical University student apartment building project cost control.
